Rick Powell

Rick W. Powell is of counsel to the firm of Powell & Leon, L.L.P. Mr. Powell has extensive experience in school district administration, having served as a Director of Special Education and Director of Purchasing prior to attending law school. Mr. Powell focuses his practice on school business operations, particularly in the areas of bidding and purchasing. Mr. Powell currently serves as Contract Compliance Officer and General Counsel for the The Interlocal Purchasing System. Mr. Powell joined the firm in 2014.

PROFESSIONAL EXPERIENCE

General Counsel and Contract Compliance Officer,

Education Service Center Region 8 and the TIPS purchasing cooperative.

DIRECTOR OF PURCHASING, Carrollton-Farmers Branch Independent School District. Responsible for directing the purchasing department and overseeing procurement for Carrollton-Farmers Branch ISD.

DIRECTOR OF PURCHASING, Irving Independent School District. Responsible for directing the purchasing department and overseeing procurement for Irving ISD.

MANAGER OF PURCHASING, Lamar Consolidated Independent School District. Manager of Purchasing, responsible for warehousing, distribution, fixed assets and textbooks. Implemented improved auditing standards and upgrading purchasing systems.

DIRECTOR OF SPECIAL EDUCATION, Gainesville Independent School District. Responsible for creating a department of Special Education when the school district exited a special education Shared Services Arrangement.

DIRECTOR OF BUSINESS, Denton County Special Education Cooperative. Responsible for the state, local and federal Special Education budgets for 35 campuses served by the Shared Services Arrangement. Responsible for purchasing all supplies and materials, maintenance and transportation. Duties included construction, ADA compliance and workflow design and construction oversight for a new administration building.
